Joseph was born in St. Louis, Missouri but moved to Granite City, Illinois at the age of 9, which became his hometown. He was the oldest of three sons born to immigrant parents. All three boys served their country - two in the Navy and one in the Army.
Joseph married Catherine Consiglio on April 19, 1942 and joined the Navy on October 2, 1942, serving on USS Intrepid and USS Yarnell before serving on USS Indianapolis.
He was sent stateside several times for schooling and training, as he was very intelligent. At the time of the sinking, he had an infant daughter and his wife was expecting their second daughter.
In 2020 his great granddaughter Samantha Kupinski was awarded a Gwinn Angel Scholarship for post high school education. Samantha wrote about her great grandfather Joseph Consiglio. The Angel Scholarship is given yearly to honor Wilbur Gwinn, LTJG, the pilot who discovered the wreckage of Indianapolis.
